HB 2516 / Chris Larkin ALS Act (eff. 2025-06-20): guaranteed-issue Medigap for under-65 Texans on Medicare due to disability, ALS, or ESRD. Codified as new TX Insurance Code §§1652.059–1652.060.
As of June 20, 2025, Texas requires every Medigap carrier that offers coverage to people 65+ to also offer the same coverage to under-65 Texans on Medicare because of disability, ALS, or ESRD. The window is 6 months from your Part B effective date. This is a meaningful protection most national agencies still haven’t updated their content for.
